The 22-year-old will stay at the DW Stadium on loan until the end of the season, subject to being granted a visa and international clearance.
The Bolivian striker has struggled to settle since joining Shakhtar in the summer of 2008 and signing a five-year contract.
“We knew we needed more competition in the forward area and now we have Victor Moses and Marcelo Moreno,” Wigan boss Roberto Martinez told the club’s official website.
“Shakhtar paid €9million for him 18 months ago, which shows you how highly he is regarded, and he has all the ingredients to become a big player in this country.
“He still needs to find his feet in Europe, but we are confident that this will be at Wigan.
“He is young, a superb athlete, good in the air, technically good with both feet and he will add something new to the squad.”
Moreno added: “Roberto Martinez sold the club to me and I am determined to come to England and make an impression.
“I want to do everything I can to get in the team and I am now looking forward to meeting all my new team-mates and fighting for my place.”
